AI Worthiness measures the capacity to build, govern, and apply artificial intelligence in ways that are trustworthy, accountable, and aligned with the public interest. It moves beyond readiness alone to examine whether AI capability is matched by responsibility in governance, safeguards, and public value.

In the national context, AI Worthiness evaluates how countries organize the institutional, educational, technical, and societal conditions that shape AI development and deployment. In the public-sector context, it asks whether institutions can develop, govern, procure, and apply AI in ways that are effective, governable, and publicly legitimate.

The Benchmark

Global AI Worthiness Index

AT Worthy publishes the Global AI Worthiness Index, an annual benchmark covering 195 nations, including all United Nations Member States. The Index provides a structured and comparable view of how countries build, govern, and apply AI through a common evidence-based framework.

US AI Worthiness Report

AT Worthy also applies this analytical logic to the United States through the US AI Worthiness Report, which examines how jurisdictions combine governance, talent, adoption, and infrastructure into coherent public AI systems. The NCR Edition makes clear that the U.S. challenge is not capability alone, but institutional coherence.
